If the ban was based on discrimination and fear when it was put into place,just scrap those reasons then and make the new reason, about prevention and healthcare costs I have worked in the HIV field and I know that the Government is the one footing the bill for the majority of infected people's treatments.It would not be smart to let a bunch of other people in to aggravate the situation.
